Would have delimited the continental shelf and maritime zones between the two states. Signed 27 April 2009 but struck down as unconstitutional by Albania's Constitutional Court on 26 January 2010; it never entered into force, and the maritime boundary remains unresolved (both sides have since favoured referral to the ICJ).
